All vikings have access to Universal Abilities.
In addition to Universal Abilities, vikings may acquire License Levels (LLs). LLs represent areas in which vikings are authorized to grow and develop their capabilities. Having access to a particular LL means you can spend XP to purchase any of the Abilities within that particular License at that particular License Level.
For example, if your character is LL0 in Combat, LL1 in Explore, and LL2 in Settlement, you may not purchase Combat Abilities but may purchase LL1 Explore abilities as well as LL1 or LL2 Settlement abilities.
To gain access to new LLs, you must purchase them for Silver between events and have already purchased the previous License Level in that pillar.
